of corporate and insurance licensing services to the insurance community.

was formed by Gary T. Harker, Esq. and Joan M. Guyther, CPCU, who
have over thirty five years combined practical experience in the
legal, regulatory, corporate and insurance licensing and brokerage
fields. Our experienced principals have the expertise to navigate
through the regulatory processes and meet challenges to achieve
our customers' goals.

Principals
Joan
M. Guyther, CPCU
Joan
started her career with a regional brokerage firm in Washington
D.C. Part of her administrative responsibilities included ensuring
the firm and agents were licensed in multiple jurisdictions. She
later became Vice President in another brokerage firm with oversight
on licensing and regulatory compliance issues. Joan moved to become
Managing Director for a leading national insurance association,
where she oversaw the licensing and regulatory compliance of brokers.
As an insurance management executive, she understands the processes
of all aspects of insurance licensing and corporate compliance.
Joan
graduated from the University of Maryland with a BS degree, earned
her Certificate in General Insurance and has her CPCU designation.

Gary T. Harker, Esq.
Prior
to forming 3H, Gary worked for two large New York law firms specializing
in corporate and regulatory law. As a corporate attorney, Gary advised
business clients on all issues involving corporate formation, governance,
and business operations and transactions. Gary's insurance industry
practice in New York focused on all aspects of legal and regulatory
compliance for insurance companies, brokerage firms, agencies, risk
purchasing groups and risk retention groups.
Gary
earned his law degree with honours from Lancaster University in
Lancaster, England and his master’s degree in corporate law from
Edinburgh University in Edinburgh, Scotland. He is admitted to practice
law in the state of New York.
